Amendments To The Indonesian Standard Industrial Classification (KBLI)

Central Bureau of Statistics (Badan Pusat Statistik/“BPS”) has issued BPS Regulation Number 7 of 2025 (“BPS Regulation 7/2025”). Under this regulation, every company is required to align its business activities (KBLI codes) with the latest KBLI (KBLI 2025) no later than six (6) months from 18 December 2025 (date of enactment of BPS Regulation 7/2025).

Under this updated classification, the number of KBLI categories has increased from 21 to 22. This expansion was driven by the need to synchronize with ISIC Revision 5. Consequently, several sectors have been reclassified more specifically by splitting categories to reflect technological developments.

KBLI 2025 also accommodates various new economic activities, such as digital platform services, digital content and the creative economy, carbon trading and storage, renewable energy, and strengthened classification within the financial services sector.

In addition, KBLI 2025 introduces a number of new groups and activities that were not included in KBLI 2020. One notable change concerns intermediation services, which under KBLI 2020 were grouped under broader categories, such as Wholesale Trade (KBLI Code 46100), Retail Trade (KBLI Code 47920), and Real Estate (KBLI Code 68200). However, KBLI 2025 now assigns specific KBLI codes for intermediation services applicable across various sectors, including:

  1. Construction (KBLI Code 43400 – Specialized Construction Intermediation Services)
    This group includes intermediation services in specialized construction by bringing together service users and service providers in return for a fee or commission, without the intermediary providing the intermediated services. Intermediation activities may be conducted via digital platforms or through non-digital channels (in-person, including door-to-door; telephone; mail; and others). The fee or commission may be received from either the service user or the specialized construction service provider. Income from intermediation activities may also include other sources, such as advertising revenue.
  2. Accomodation (KBLI Code 55400 – Accommodation Intermediation Service Activities)
    This group includes intermediation for all types of accommodation by bringing together clients and service providers in return for a certain fee or commission. Such intermediation may be carried out through digital platforms or via non-digital channels (telephone, post, etc.). The fee or commission may be received from either the client or the accommodation provider. Income from intermediation activities may also include other sources, such as revenue from selling advertising space.

Given the importance of KBLI codes for business licensing, companies are advised to review their business activities and KBLI codes to assess compliance with BPS Regulation 7/2025.
